Does TRICARE Cover Fertility Treatment? A Guide for Military Families

TRICARE’s coverage of fertility treatment is limited, and whether you qualify depends on your specific status and situation. Coverage for treatment itself is narrow, but TRICARE does cover the diagnostic testing that comes first, and military families have more affordable paths to treatment than many realize.

This guide walks through exactly who qualifies for that coverage and what options exist for everyone else.

The Short Answer: What TRICARE Does and Does Not Cover

What TRICARE Does Not Cover

TRICARE does not cover IVF or other assisted reproductive technology (ART) services as a standard benefit for most beneficiaries. These excluded services include IUI, IVF, cryopreservation, and related care, for the large majority of TRICARE beneficiaries.

What TRICARE Does Cover

TRICARE does cover infertility diagnosis and testing. These covered services include bloodwork, hormone testing, imaging studies like ultrasound, semen analysis, chromosomal and immunologic studies, and bacteriologic investigation. TRICARE also covers treatment of underlying physical causes of infertility, such as surgery to correct a blocked tube or a varicocele repair.

Our commitment to you is that we stick to exactly what tricare.mil states, without softening or expanding on it. Getting a surprise bill because you relied on wrong coverage information is a real problem, and TRICARE is confusing enough already.

When you’re not sure, ask tricare.mil directly, or ask our Financial Service Representative.

The Exception: When TRICARE Does Cover ART

There is a narrow but important exception to TRICARE’s coverage. Active duty service members who incurred a serious or severe illness or injury while on active duty, classified as TRICARE Category II or III, that leads to an inability to procreate without ART may be eligible for covered ART services. This eligibility applies to both male and female service members.

Other people who may also receive ART services under this exception include the qualifying service member’s TRICARE-enrolled lawful spouse, their TRICARE-enrolled unmarried partner, and a TRICARE-enrolled third-party gestational carrier who is unpaid and delivers a child without providing an egg.

Covered services under this exception include sperm retrieval, egg retrieval, IVF, IUI, and blastocyst implantation, provided through the Supplemental Health Care Program. A few other details are worth knowing.

  • Qualifying service members get priority access at the eight military hospitals with reproductive endocrinology and infertility (REI) graduate medical education programs.
  • Qualifying service members who paid out of pocket for ART services after March 8, 2024 may request reimbursement.
  • There are no timely filing deadlines for these reimbursement claims.

Confirm current reimbursement procedures with your TRICARE contractor, since the process can change.

What Frequent Moves and Deployment Mean for Gamete Storage

Military life means frequent transfers, and that reality matters for anyone in the middle of fertility treatment or thinking ahead to a future deployment. For qualifying service members under the ART exception, the Department of Defense cost-shares gamete cryopreservation and storage for as long as the service member remains on active duty.

If you’re facing a PCS move or an upcoming deployment and gamete preservation is part of your plan, raise this directly with your TRICARE contractor and with our team before your transfer date, so nothing falls through the gap between duty stations.

Military Hospitals Offering ART at Reduced Cost

Even for military families who don’t meet the injury or illness exception, TRICARE’s official policy allows ART services at eight military hospitals with OB/GYN REI graduate medical education programs, on a first-come, first-served basis at greatly reduced cost.

Qualifying service members and their partners still get priority, and wait times at these programs can be significant.

Visit tricare.mil for the current list of participating hospitals, since that list changes.

What This Means for Most Military Families

For most military families, those who don’t meet the injury or illness exception and aren’t near one of the eight military hospital programs, fertility treatment costs come primarily out of pocket. Even so, there are real pathways to make treatment more affordable.

NewLIFE offers a Family First Plan with reduced pricing on IVF and egg freezing for eligible veterans, active duty service members, reservists, and their spouses or partners, alongside financing through PatientFi and CapexMD, medication assistance programs, and grant resources built specifically for military families.

Families paying out of pocket can also use our Fertility Access Initiative, a limited-time program with reduced, upfront package pricing on IVF with fresh embryo transfer, IVF with freeze-all, and egg freezing for fertility preservation. The Fertility Access Initiative works with PatientFi and CapexMD financing but can’t be combined with other discounts.

NewLIFE’s Military Fertility Program

NewLIFE is a contracted, in-network TRICARE provider, and we serve families connected to Keesler Air Force Base, Hurlburt Field, Eglin Air Force Base, Tyndall Air Force Base, Naval Air Station Pensacola, Whiting Field, and other bases across the Gulf Coast. We accept TRICARE for the infertility workup, including bloodwork, semen analysis, and imaging. Our Financial Service Representative works with military families to sort out what TRICARE covers at NewLIFE and what your out-of-pocket costs will be before treatment starts.

If you’re on TRICARE Prime and a referral authorization is holding things up, our team can help, and some families choose to switch to TRICARE Standard specifically to bypass the referral requirement and get seen sooner.

TRICARE Coverage for the Infertility Workup

Even when TRICARE won’t cover fertility treatment itself, it typically covers the diagnostic workup, meaning the bloodwork, imaging, and testing that determines what’s causing infertility.

We know firsthand how frustrating this split can feel. Getting a diagnosis covered, only to find out the treatment for that same diagnosis isn’t, is a real source of anger and grief for the families we work with, and that reaction makes complete sense.

Our Financial Service Representative can help verify what will be covered before you begin, and getting the diagnosis covered is still a meaningful first step even when treatment costs land on you directly afterward.

Financing and Affordability Options

We offer some of the most affordable IVF pricing in Florida and Alabama, and our military-specific discount through the Family First Plan lowers that further. We also partner with the Building Military Families Network, a nonprofit offering support groups and education for military and veteran families navigating fertility challenges, and we co-host monthly informational sessions together.

RESOLVE maintains a financial assistance database that includes grants available specifically to military families. HSA and FSA funds can typically be used for fertility treatment costs as well.

Steps to Take as a Military Family Exploring Fertility Treatment

Start by confirming whether you meet the active duty injury or illness exception. If you were seriously or severely injured on duty, contact your TRICARE contractor about ART eligibility before anything else. From there, request a referral from your primary care manager for an infertility evaluation, since TRICARE covers the diagnostic workup and pre-authorization may be required depending on your plan.

Next, contact our Financial Service Representative to verify what your specific TRICARE plan covers at NewLIFE, understand your out-of-pocket costs, and learn about the Family First Plan, the Fertility Access Initiative, and financing options before you begin treatment.

Review RESOLVE’s military financial assistance database for grants specifically available to military families, and reach out to the Building Military Families Network for community support alongside the practical steps.

When you’re ready, request a consultation with our care team, which has direct experience with the Gulf Coast military community and can help build a treatment plan around your specific benefits, budget, and timeline.

NewLIFE Has Helped Many Military Families in the Gulf Coast Find a Path Forward
